Supply chain manager, Business Operations Improvement, GHSC-PSM
Chemonics seeks a Supply Chain Manager, Business Operations Improvement in support of the Global Health Supply Chain - Procurement Supply Management (GHSC-PSM) project based in Arlington, VA. The Supply Chain Manager, Business Operations Improvement will provide leadership in promoting sustained, country-level access to health commodities by enhancing internal systems, processes, and synergies – with a focus on project management initiatives that involve direct management of supply chain functions. Responsibilities include:
- Coordinate and support efforts to enhance integration of forecasting and supply planning with broader GHSC-PSM project headquarters, working closely with our forecasting & supply planning specialists, field office points of contact, the Global Supply Chain team, project management leadership and others
- Promote and advance integration of supply plan data across the project
- Support management of a cohort of commodity procurement managers and associates who collaborate with other GHSC-PSM teams on order management and delivery
- Support efforts to ensure timely requisition order entry by field offices against established lead times and validated supply plans (proactive order management process). Monitor adherence to lead times and adherence to protocol for emergency orders
- Promote optimization and continual improvement of project management team touch-points with our global supply chain team, including continued improvement of lead time calculation, proactive order management processes, import waiver approval and customs clearance processes, and promote knowledge sharing of Global Supply Chain team processes with field offices
- Support the design, development and promotion of tools and processes for enhanced commodity security at the field office level, working with country teams, health system strengthening specialists, among others
- Promote efforts to enhance data visibility of country-specific commodity data, and promote integration of this data with active requisition order data
- Leverage information from existing platforms such as Pipeline, the Procurement Planning and Monitoring Report (PPMR), the PPMR for malaria (PPMRm) and PPMR for HIV (PPMR-HIV) and enhance integration of these platforms with global supply chain platforms
- Monitor trends from the incident management team for areas impacting commodity security
- Participate in routine M&E reviews of country and global supply chain metrics
Qualifications:
- Bachelor’s degree in relevant discipline required; Advanced degree in public health or management-related discipline preferred
- Minimum four years of experience in supply chain management or international health programming or other related area
- Knowledge and ability in data programming software such as Python, R or VBA preferred
- Knowledge and ability in dashboard software such as Tableau or PowerBI preferred
- Microsoft Excel skills
- Experience working with U.S. and overseas governments and cooperating partners in implementing complex programs preferred
- Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
- Demonstrated ability to communicate clearly and concisely both orally and in writing
- Demonstrates resourcefulness, problem-solving skills, initiative to learn and willingness to challenge the status quo
- Experience working in developing countries preferred
- Demonstrated leadership, versatility, and integrity
- Fluency in written and spoken English required; proficiency in an additional language of USAID-supported countries desirable; knowledge of French, Spanish, or Portuguese preferred
