Junior Level Developer/Programmer


Description
Founded in 2007, Initiate Government Solutions (IGS) a Woman Owned Small Business, specializes in healthcare information solutions with an emphasis on technology spectrum. IGS partners with government and commercial clients to tackle the most challenging healthcare information technology issues including large scale implementations, business informatics, analytics, and electronic health record support.
 
IGS is currently recruiting for a remote Junior Level Developer/Programmer to support our work with the National Library of Medicine.

Assignment of Work and Travel:
This is a remote access assignment. Candidate will work remotely daily and will remotely access customers systems and therein use approved provided communications systems. Travel is not required; however, the candidate may be required to attend onsite client meetings as requested.

Description:
As the Junior Level Software Developer, you will work with a team of developers in cooperation with National Library of Medicine (NLM) Data Catalog on:
1) Metadata database and search user interface
2) Metadata form entry system
3)Documented metadata schema transforms for up to 6 separate repositories and
4) all systems integrate with existing IT investments and security protocols across the enterprise.
The Junior Level Software Developer shall coordinate with all elements of the DATMM Data Catalog Workgroup task leaders to ensure successful system development and integration into NLM’s existing network architecture. The ideal candidate should be proficient in semantic web technologies (RDF, SPARQL, OWL, SKOS, etc) and compatible database technology (e.g. RDF Triplestores) to utilize the existing linked data model, DATMM.

Responsibilities and Duties (Included but not limited to):
·       Author and validate serializations of the DATMM Data Model and Metadata Application Profile (MAP): see Applicable Documents.
·       Work with the DATMM MAP and serializing it into various formats to be determined (e.g., JSON-LD, RDF/XML, SHACL, etc.) for validating and testing in the prototype and to facilitate external adoption of DATMM.
·       Develop, test, and refine metadata entry and mediation forms that include linking entries to controlled vocabularies.
·       Develop transformational metadata crosswalks and pipelines to facilitate the ingestion of descriptive metadata from select BMIC repositories to DATMM.
·       Work with programming staff with competencies in various schema/data formats and competencies in writing transforms (e.g., XSLT, XQuery, etc.)
·       Set up cloud-based metadata storage backend to accommodate RDF data (e.g., triplestore).
·       Develop, test, and refine Search Graphical User Interface (GUI).
·       Provide programming support with competencies/prior experience in implementing search/analytics on RDF data.
·       Validate search requirements and retrieval results against DATMM Use Cases
·       and develop metrics for success.
·       Map and transform metadata from DATMM to schema.org for search engine optimization/SEO for datasets.
·       Design of new reports, interactive Business Intelligence artifacts, or data visualizations
·       Development of data analysis work products as designed
·       Refinement of data analysis work products developed by other HHS personnel
·       Migration of data analysis work products from one reporting software tool to another, such as
from Crystal Reports to Business Objects
·       Development of new, or modification of existing, metadata describing data structures and encodings to facilitate end-user discoverability and understanding
·       Development of new, or modification of existing, aggregations to facilitate analytic performance improvements
·       Definition of new, or modification of existing, roles controlling access to data analysis work products
·       Develop or enhance data analysis work products as assigned by the Government
·       Packaging of data analysis work products for deployment to test and production environments
·       Analysis and resolution of defects identified in data analysis work products
·       Create or modify documentation related to data analysis work products
·       Create or modify training material related to data analysis work products
 
Requirements:
  • A Bachelor's Degree in a technical or business-related field (Mathematics, Engineering, CS, Business Administration)
·       Minimum 3 years of relevant experience as a software developer
·       Knowledge with semantic web technologies (RDF, SPARQL, OWL, SKOS, etc) and compatible database technology (e.g. RDF Triplestores) to utilize the existing linked data model, DATMM
  • Must be able to obtain and maintain an HHS Public Trust clearance
·       Excellent analytical and organization skills
·       Excellent verbal and written communication skills

Preferred Qualifications and Core Competencies:
·       Active HHS Public Trust
·       Prior, successful experience working in a remote environment
