Personnel Security Specialist

Clearance: Top Secret Security Clearance with Sensitive Compartment Information Access (TS/SCI)
Pay Range GG-07 ($50,643 - $65,831)
Pay Range GG-09 ($61,947 - $80,532)

As a Personnel Security Specialist for the Defense Counterintelligence and Security Agency (DCSA), you will join a dynamic team. DCSA’s DoD Adjudication, (ADJ) (also referred to as Consolidated Adjudications Facility (CAF), is the sole authority to determine security clearance eligibility of non-Intelligence agency DoD personnel occupying sensitive positions and/or requiring access to classified material including Sensitive Compartmented Information (SCI). The DoD CAF customer base includes all military service members, military applicants, civilian employees, and consultants affiliated with DoD, to include the staff of the United States Senate and House of Representatives, the Congressional Budget Office, the United States Capitol Police, selected judicial staff, DoD personnel at the White House, and contractor personnel under the National Industrial Security Program (NISP). The CAF executes its mission in accordance with appropriate laws, DoD regulations and policy.

Requirements:

· Reviews, evaluates, and resolves routine adjudicative actions. Determines or makes a recommendation whether or not the granting, denial, or revocation of a clearance is in the best interest of national security. Uses "whole person" concept when making such recommendations. Under HSPD-12, the incumbent reviews security related information and makes a recommendation on whether or not an individual is eligible for access to DoD controlled facilities and information systems.

· Determines the sufficiency of personnel security investigations. Resolves situations complicated by discrepant or insufficient data, evidence, or testimony by initiating requests for (any of the following): additional investigations, drug/alcohol evaluations; medical/psychological evaluations; credit reports; military records; and/or subject interviews. Analyzes the results of subsequent investigations and makes a recommendation to grant, deny, or revoke a security clearance.

· Documents all personnel security determinations or recommendations in the relevant automated information systems.

· Uses computer software such as analysis tools to research and facilitate work. Keeps abreast of emerging technologies and professional developments to remain current in the field and for application to work assignments. Maintains an Adjudicator Experiences Checklist.

This position is part of a developmental program leading to GG-12.



Education Requirement:
If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position. If substituting education for experience, at the GG-07 level, you must possess a bachelor's or equivalent degree.

For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D. Superior Academic Achievement does not apply to DCIPS positions.

For GG-09 positions, specialized experience could be substituted for with education.

Additional Conditions of Employment
· Employee must obtain and maintain the DoD Personnel Security Adjudicator Professional Certification within 2 years of placement and
· If applicable, obtain the Due Process Credential within 6 months of completing all requisite training and experience as a condition of employment.
· The DoD Personnel Security Adjudicator Professional Certification must be maintained during every 2 year period following initial certification.

· The DoD Personnel Security Adjudication Professional Certification and Due Process Credential will be maintained by completing 100 Professional Developmental Units (PDUs) every two years following the Initial certification.
