This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.

This posting is in accordance with Article 16, Sections 2 & 3, of the Contract Agreement between the City of Rochester and the American Federation of State, County, and Municipal Employees Unions 1635, A, B, C, (AFSCME). The results of this posting may be used to fill unanticipated vacancies that occur within three months of the closing date of this posting.

Applications submitted by AFSCME Part-Time bargaining unit members will be considered after the AFSCME Full-Time collective bargaining agreement posting requirements are met and prior to the job opening being advertised to the public.

This position is responsible for assisting the Person In Crisis (PIC) Team to provide peer advocate services including social and emotional assistance, advocacy and case management to City of Rochester community members in immediate crisis due to mental, behavioral health and substance use conditions. The Peer Advocate is responsible for forming trust-based relationships that foster positive change and personal empowerment leading to successful integration back into the community. Employee may be required to work evenings, weekends, holidays and overnight, when needed. Performs related tasks as required.
Typical Work Activities
  • Provides short-term crisis support, safety planning, advocacy, supportive counseling, coping skill development, support system recognition, resource referral and linkage services for clients as needed;
  • Work with the Person In Crisis (PIC) Team to assist in coordinating support for clients;
  • Link with available community resources, improve daily living skills, support recovery activities and provide opportunities for enhanced community integration;
  • Provide peer support to help clients adjust to their issues and community;
  • Collect and maintain appropriate data from various sources such as professional staff and client’s families with appropriate consent to establish a holistic approach to care;
  • Assist in maintaining and reporting statistical data necessary for program evaluation;
  • Maintain information on community and health resources throughout the service area;
  • Provide follow up peer support services as appropriate and allowable within the PIC Program model;
  • Data entry in on-line database system;
  • Follow-up with participants in person and telephone;
  • Short-Term Case Management for high utilizers of the PIC Program;
  • Maintain own personal wellness;
  • Other tasks as identified and appropriate.
Minimum Qualifications
I. Associates Degree in Social Work, Psychology or closely related human service related field. 
 
AND
 
Two (2) years of experience in crisis response which included being supervised providing service in a mental health, substance abuse or human service setting. Must have current Academy of Peer Services Certification (NYCPS) or a Certified Recovery Peer Advocate certification (CRPA).
 
OR
 
II. High School Diploma or Equivalent AND 4 years of experience described in I. 
 
SPECIAL REQUIREMENTS: 
Must have a valid Class D Driver License, reliable transportation and automobile insurance.
