Senior Engineering Project Manager

Position Description

The City of Seattle is seeking a skilled engineering project manager to join our Capital Development team as a Senior Engineering Project Manager. This position provides project management for the Engineering and Critical Infrastructure program within the Capital Development Division of Facilities and Administrative Services (FAS). 
 
In this role you will manage the planning, design, and construction of complex mechanical, electrical, and other building systems projects. In addition, you may serve as a subject matter expert and provide internal consultation on engineering components of projects to other FAS project management team members. The position reports to the Engineering Manager in the Engineering and Critical Infrastructure program. This position will also support the Major Maintenance program, which is involved in a broad array of asset preservation work to maintain the building infrastructure without FAS’s portfolio. This multi-faceted workload will be best met by an experienced project manager who is confident in applying engineering and building science principles to projects through the use of consultant led efforts.

FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.
 
The 450-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 120 City facilities—including police and fire stations—coordinating logistics and emergency management and making sure minority-owned businesses can equitably compete for City contracts. Job Responsibilities

Projects within the portfolio of this position require a high level of knowledge about building systems design, construction, and maintenance. Projects involve all phases and scales of various types of engineering disciplines including: mechanical, electrical, plumbing. Scopes of work span range from replacement of unitary equipment at end of life in small buildings all the way up to complicated multi-disciplinary efforts in high rise office buildings.

This position will also support the Major Maintenance program via matrix managed projects that may involve building envelope, life safety, controls or other building systems upgrades. Aggressive City mandates regarding energy efficiency and decarbonization result in this role needing to engage with and push consultant teams to provide industry leading design services, followed up by verifying installations in the field. Awareness of sustainability, design and construction timelines and maintenance impacts is a key component of projects in this portfolio.
 
Primary Duties:

  • Develop project scopes and/or early concepts that contextualize client needs.
  • Early and ongoing communication of technical concepts to non-technical clients.
  • High level of coordination with other program areas and clients.
  • Generate and maintain project cost estimates and schedules.
  • Ensure projects are on time and within budget.
  • Provide design and construction project management in typical owner’s representative type role.
  • Provide internal support for engineering topics to other program staff and partners.

Qualifications

Minimum Qualifications

  • This position requires a minimum of (5) years with technical building system design, construction or operation, and a bachelor’s degree in engineering

(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.)
 
 The most successful candidates will possess the following:

  • Good communication and organization skills
  • Experience hiring consultant and contractor teams.
  • Experience developing budgets/cost estimates and communicating them to non-technical clients and stakeholders.
  • Experience with energy efficiency upgrades and decarbonization of existing buildings.
  • Understanding of codes, statutes, contracts, and processes that govern the work and ability to make judgements on how to comply when challenges arise.
  • Public Works contracting knowledge and ability to read and comprehend contract documents.

Work Environment
This position requires a minimum of 3 days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This job is classified as Strategic Advisor 2, General Government, Classified Civil Service, Regular. The full salary range for this position is $52.50 - $ 78.78 per hour. The salary for this individual role has been identified as $71.00 - $75.00 per hour or $139,896 - $154,512 annually, based on internal equity and experience sought, and inclusive of the 2024 cost of living adjustment.
